L2TP connects from all Macs. PPTP doesn't work PC/Mac, except 1 PC.

Hi everyone -

Can anyone help me figure out what's wrong with my VPN server / router configurations? L2TP connects great to the VPN from any external Mac I try, but not on PCs. PPTP fails on all computers I try except for one PC, which incidentally is the only one connected to a different router that assigns IPs outside our office's IP range.

The problems I thought it was:

Certain ports aren't forwarding (but they all are).
Firewalls were the culprits (but I turned them all off).
GRE protocol isn't passing (but it is cuz that PC connects via PPTP).
The Network Routing Definition in the VPN server is wrong (but I've tried all sorts of combos).
Maybe a DNS issue? (but the DNS
Finally - the two LANs I am connecting thru L2TP/PPTP have the same IP range 192.168.1.X (but why do the Macs thru L2TP connect perfectly fine from within that same IP range?)

I really do need to have these Windows computers (XP, Vista) connect to the Tiger VPN server(via L2TP or PPTP; I don't care which).

I am leaning towards thinking the problem IS because of the matching IP ranges on both LANs, but why do the Macs connect with no issues via L2TP even though they have the same range? (Not to mention at my home, which is in a different range than the server, it will NOT connect).

Am I missing anything here? I feel like I've done everything. Isn't there something with the office router's Routing Table I can try? I remember reading something once about that, but at this point I've exhausted what I know.

If it helps, I get this jumbled code on the Tiger Server when the PPTP clients attempt to connect at no avail:
