L2TP connection error

I have a W2K RAS server set up with W2K clients connecting. Several clients are having the following problem. They are able to connect via PPTP, but when they attempt to connect via L2TP the get an error - "Error 791: L2TP connection attempt failed. Security policy for connection could not be found". I have looked over the VPN connection properties and everything seems to be the same as the other clients which successfully connect via L2TP. Does anyone know what may be causing this error?
