L2TP confusion in MS-Press 70-215 MCSE book 1

I'm very confused about 2 statements regarding L2TP.
First:
"L2TP in Windows 2000 runs only over an IP network.
It does not run in Native mode over X.25, Frame Relay, or
ATM networks."
On facing page:
"L2TP can be run over IP (using UDP), Frame Relay PVCs,
X.25 VCs or ATM VCs."
Unless this is a blatant mistake, the clue obviously lies
in "Native" vs. "PVCs" and "VCs". So far, I haven't found
a clue yet. Any ideas?

I'm a bit rusty on all of this and could be wide of the mark, I beleive that Frame Relay, ATM and X.25 are Layer 2 technologies that each have their own native addressing methods (like Ethernet).

If you create virtual circuits you, are making logical TCP/IP circuits with their own IP addresses. You can then run L2TP over them.

LAYER 2 tp, this means that you are faced with a tunneling protocol that operates at layer2, aka IP layer.

Thus, L2TP only works on IP networks.

PPTP, can be used over X.25 and Frame Relay
