KXTD816e call barring

Hi I was wondering if anyone can point me in the right direction, I have a site with a few analogue handsets which are all barred from dialling out, how do I change this to allow outbound?
I have tried PGM 601 COS but all jacks say theu are cos1?

change to cos 7 and they will barr them

Change TRS for COS 1

Cos 1 can’t be changed. 2-6 can be personalised and 7 is all barred except emergency numbers
