KXTA624 - simple stuff

I am trying to program some simple changes on to a KXTA624.
Adding a 3rd line to the system.
Putting the 7130 into programming mode - hit the CO key. - press 0 to assign a line - press 3 to assign line 3 - store.
I get the single confirmation beep.
Take the handset off from Programming mode. CO not assigned.
Put it back in to programming to reenter and the double beep sounds to confirm the entry exists.
I have (I believe) added line 3 to the system via PGM400 and added it to group 1 via PGM404).
I started after handset only programming and always use laptops to do programming - can someone point me in the right direction and tell me what I am doing wrong?

make sure your test phone and any other phone that needs access to line 3 has access to it in flexible outgoing day and night etc programing 405-407
