KX-TDE 100 PRI D-channel up and down

Guys,

I am having a issue with a TDE 100 PRI going up and down it looks to me that it is the D channel from telco.

Has anyone ever has this issue and how to verify it to the telco. I replaced the PRI card, tested the cable between the smart jack and the CSU, by-passed the CSU, all with same results.

Put a loop back tester on the KX-TDA0290 card and no errors, but obviously that does not test the d channel.

Any ideas would be appreciated. Can't get telco out, said they see slow crc and bits during their test.

Holiday weekend and Windstream as the provider sucks.

This is a county animal care and control so they are not happy.

To fully work out what it is I would suggest a ISDN tester use as NT and TE, fault should be identifiable now.
