KX-TDA100 creating message waiting flex buttons on group phone?

I'm trying to create individual message waiting buttons for multiple users. There are about 5 users on this particular phone. They all have floating extensions tied to this phone. I want to set a flex button for each person with the parameter: Message Waiting then their Ext#. It used to be set this way and was functional. but I broke it on accident.
When I set a flexbutton that way with Message Waiting then the floating extension number, I just got a busy signal. When I create that same button on a phone that doesn't have that user tied to it, the button functions correctly.
 
How are the floating users tied to that phone? Do they have to log in to use it?
 
They are in an ICDG(Incoming Call Distribution Group). All 5 users are in an ICDG called Avionics2.
 
So does each user log onto the phone (by doing *727 extn No #)

If so why does each user need a key programmed as a msg waiting for their own extn? Can they not use the message key on the phones?

What software version is the system?
 
I suggest creating a group mailbox (same as the current ICD group#), then put the message wait lamp on all the phones in that ICD group.
