KX-TDA0180 8-Port Analogue Trunk Card

hi,
i'm new on this forum.
anybody can tell me how i can test our KX-TDA0180 8-Port Analogue Trunk Card? hence, the led is on green & not blinking. local lines are in busy tones. i've tried re-seating the card, no-luck at all.
anybody's help is genuinely appreciated...tia

did it work before or is it new. if you go across the lines with a test phone is it engaged tone or shorted out
