KX-TD1232-6, Busy PRI when called

I have a new install.
I am having issues with all 23 voice channesl of my PRI line, being busy when dialed.
Example. I dial a phone number, I get a busy signal, all 23 channels are busy, once the call is canceled, the lines become available. I have check all PRI settings with SBC and have triple check my PRI line settings. All is good, I even tried a new CSU.

Any ideas? My thoughts are maybe a bad card. I am working on getting a replacement card now.

Make sure they have given you a "Package-1" PRI circuit. This is a PRI with its own clock signal and its own data channel.
