KX-TA824 with BV not working

I'm new to the Panasonic systems. I normally work on Avaya but we are starting to delve in to the Panasonic world for smaller customers.
We have a customer with a Panasonic KX-TA824 and the Built-In Voicemail (KX-TA82492) card in it.
The voicemail has apparently stopped working. When we try dialing 723 to access the system we get a pause before a busy signal.
I have tried rebooting the entire system.
I have tried reseating the BV card on the system board.
I have tried initializing the BV card via the Maintenance Console application.

I am now wondering if perhaps the BV card itself has gone bad and needs to be replaced or if there is something else I can try in order to get it back up and working.

The initial symptom reported by the customer was that the message waiting light is on the telephone set but they are unable to retrieve the message.
