Old Panasonic TD's use the first pair for the voice and the second pair for the data. Single line phones use only the first pair, Analog PITS use both pairs for voice and data, and digital phones use only the second pair. As another twist, and to keep the same cabling as the 12321x, which used the 3rd cable pair for Off Hook Call Announce, the DHLC's mimic that cable arrangement. So, all you really need is the 2nd, 5th, 8th 11th etc pairs running to the 2nd pair of each digital phone.
Now DLC's are different, they use the first 8 or 16 pairs of a block to feed digital phones.
