Korean Language Input

I installed Korean language support on a computer in the office (win2k, Office XP). The Language bar is displayed and when I pick 'Korean' from the menu two additional icons appear; one to toggle between korean and english (Han/Eng) and another to switch to Chinese (Hangol ... I think). It all works wonderfully ... until the user logs in as himself. I'm an admin, he's a restricted user). The bar shows up for him , but when we click on Korean, the toggle icons do not appear and korean input does not work. Any ideas how to fix this?
