Have you looked into IBM's File Manager for DB2 or Compuware's FileAid for DB2?

Quest offers a line of products, but they are pricey.
WinSQL does a reasonable job for free on any database.
For a little fee you can buy a license of AQT, a New Zealand firm that offers a querytool for about 100$.
The finest free monitoring tool is the one by Dmitri Liakh.
