I have 2008 R2 installed on a machine. I have KMS keys from our account for both 7 Enterprise and 2008 R2 Level B. Do I need to install BOTH keys on the kms?

You want to install the highest level KMS key you have. KMS will only use one key at a time. So the 2008 R2 key will work for Windows 7 and the 2008 servers.

KMS will handle multiple keys just fine. You need to put them both in, and activate them both. You have to put in one key, then activate it. Then add another key, then activate that one.
