I have a newly installed Windows 2008 R2 Datacenter Ed. server that I did a KMS host activation with Microsoft. I also installed the Office 2010 KMS activation software as well on this same box. DNS has my srv record correct for the KMS host machine. I installed a Windows 7 Ent. machine and sysprepped it for imaging. Machines come up fine except for activation. I know about the 25 machine minimum, so when I got the 0xC004F038 error in Event viewer, I knew I had not reached my minimum yet. I have confirmed with my techs that they have more than 25 stations now up and running and I am still getting that same error in the Event viewer. When I run a slmgr.vbs -dlv on my KMS Host server, I get this:
Key Management Service is enabled on this machine
Current count: 2
Listening on Port: 1688
DNS publishing enabled
KMS priority: Normal

Key Management Service cumulative requests received from clients
Total requests received: 941
Failed requests received: 0
Requests with License Status Unlicensed: 0
Requests with License Status Licensed: 0
Requests with License Status Initial grace period: 941
Requests with License Status License expired or Hardware out of tolerance: 0

Requests with License Status Non-genuine grace period: 0
Requests with License Status Notification: 0

Any ideas?

Did they use the wrong license key when installing the Win7 machines (Image?)

The default KMS licensing was used for the Windows 7 machine. The server was activated against Microsoft and came back good. I have had 3-4 up my meter count on the server, but cannot get that counter to climb to the nessessary 25 minimum for client activation.

Ok, so I solved my problem today. Evidently, I must have checked "Skip Rearm" when doing my sysprep for my image. I issued a slmgr /rearm on my imaged computers and watched my "Current Count" go up on my KMS host server. Once it hit 25, life was good and machines successfully activated. Will have to make that change in my image for future installs.

Microsoft do a tool called Volume Activation Management Tool, version 2 of this is out and it will let you scan your network.

It will give you that status of machines activation, it will also allow you to change how a machine may behave in regards to activation. You can force a machince to activate against a KMS server or change its key to a MAK key if required to.
