killing a console session

Hello all,
I am running a Cisco 3660 router as a terminal server. I want to know if I can set a parameter in my config file to allow an enable user ability to "kill" someone else's console session. Our admins wanted a long timeout period but now we are having problems because people are not disconnecting their console sessions when they are done. This prevents others from being able to get console on a particular client. Any help would be appreciated.

note line refers to an absolute value where "vty x" the x is relative. They aren't the same.
