Keyword count during spider

if you enter keywords in your meta tags like:<br>
year 2000, year 2000 bug, year 2000 problem etc. <br>
does the spider count "year 2000" once or 3 times?<br>
Also are YEAR 2000 and year 2000 considered the same keyword?<br>
I want to make sure I'm not penalized for spamming
