Keycodes Required on all sets after 4x16 installed

I added 1 EXP license and then added the 4x16 expansion module plugged in the network cable and enabled the module. I have 8 licenses for digital sets and all of the keycodes are still showing however the digital sets say Keycode Required when I try to place a call? All the sets programming is there and the CO lines will no longer ring in all except for a single handset. Voice mail is working with all the mailboxes looks like all data is still there for the system. I have added DTI modules before with no problem just not a 4x16
 
Where did you terminated the phones to?

I am confused about the licence for the 8digital sets
the expansion key code allows an expansion module to be added regardless of the module type..

If you have connected the module correctly it should work..
Have you set the modules as a 4 x16 and you have the correct release of software to support this module, not .release 1
 
Check the dip-switch settings of the 4x16. Should be all on.

If there is only one expansion, login through a digital phone, browse to Hardware and confirm that bus 5 is set to be a 4x16 module. If not, disable bus 5 in Maintenance, make the change in Hardware, then enable bus 5 in Maintenance. Many times I've found I have better success this way than changing modules in EM.

Are you connecting the digital sets to the base cabinet or expansion cabinet? The digital licenses are for activating digital station ports on the main cabinet.
As exsmogger suggested, power down the system and make sure dip switches on 4x16 are all ON.
