Keycode not applied on BCM50?

we purchased some keycodes with 5 intouch licenses and 5 findme/followme licenses.

i applied the keycode, the intouch sets show in element manager under keycodes. and i was able to configure and run intouch.

however the 5 findMe/FollowMe seats do NOT show under keycodes. when i open the .LIC file, it definetly shows 5 seats:

i tried to load the keycode file again, and it said "invalid keycode" i assume because its already installed? im not really sure what to try next, i checked the callpilot and set based programming to enter the numberical string, but there is no where to enter it....

anyone have any ideas on this?

the keycode file does match the system id, and i tried re-installing element manager

Are both Intouch and FMFM on same LIC file or one LIC file for each?
Maybe open the LIC file with notepad and make sure system ID matches.

The system ID matches, i checked several times. both the intouch and FM/FM seats are in the same license file... here are the contents, with site id and keycode blocked out:
