Keyboard Problem

This is actually happening on an ME station but thought I would post it here. The problem is that when a key is pressed for example E then explorer is started. If R is pressed the run box appears etc etc.
There is no virus present and it is nothing to do with sticky keys. Has anybody seen anything like this before?
 
Have you tried another keyboard on the machine?
Are you sure the Windows key is functioning properly?
 
Yes the keyboard has been changed and the windows key functions correctly but it is like the windows key is held down by the software somehow.
