keyboard layout change

Sparc Server, Solaris 9 installed with German locale;
Keyboard connector (yes it is Fujitsu-Siemens) through
KVM switch connected to German keyboard

only, the keys are still english :-(
anybody knows where and how to change the settings?
I once had a hint for settings keyboard type, but .. lost
