key bindings in Xterm

Scenario:
you telnet into a device using an xterm. this device uses the Function keys F1-F8 to navigate around a menu. So the F keys have to send literal strings so the device knows what you want to do. How do I map these literal strings in xterm? I've tried Xresources, /etc/termcap, /usr/lib/X11/app-defaults/XTerm, and nothing works. The best I can do is to modify my keymap, but that only works at the console. The first correct answer gets a STAR!!

You can use terminal emulation to connect to that device like vt100 or ibm tn3270 or rhumba for AS400.
All the function key will work it.
Maybe you can find the terminal emulation software for linux.
