Kernel32.dll Error when running Scheduled Batch Script

We have NT Terminal Server 4.0 and use a batch script to restart each of our servers each night, using Scheduler to run the script at a certain time.

Sometimes it works, more often not and get this error "cmd.exe -DLL Initialization Failed Initialization of the dynamic link library C:\WINNT\system32\KERNEL32.dll failed. The process is terminating abnormally."

All settings, including passwords are correct as per MS Knowledge Base suggests.

Can anyone shed and light on this?
