Kernel32.DLL error message?

Lately,when I open up an e-mail and I click on a link and try to close this page,I receive following error message:
Explorer has caused an error in Kernel32.DLL.Explorer will now close.If you continue to experience problems try restarting your computer.I have restarted over and over again,but still same message.Any suggestions and ideas are greatly appreciated.Thank you very much in advance!

OS - Win ME. 256 RAM,Outlook Express
 
Try and rerun the Windows CD. That should replace the missing Windows drivers etc but not affect you other files or programs.

Thanks for your advise,but I only have the Win ME recovery disk.Anything I can do with it?Please advise about procedure if I can do anything with it! Thanks and have a great weekend!

Take a look at the article and see if there is any help here:
No matter what you do, be sure and back up your data.

If there is no help from the article, try putting the Recovery CD in and let it open. See if there is a way to load Windows and Save files or something similiar.

If everything fails,then I am going to Win XP HOME ED.
Too many aggrevations w/Win ME.

I would highly recommend XP over ME. 98SE is a good system, but ME *****. Just be sure your system is up to it. Most people recommend 256 RAM and I would consider that a minimum. I use 512 and the system runs great.
