Kernel Mode Drivers and 2003

I need to install a fax driver on as 2003 system. The driver is an older NT 4 style driver. After setting both the local and domain policies to allow such drivers, I am still getting the not allowed error.

Any suggestions?

Solved the issue. The user had misconfigured thier tcp/ip settings.
