keeping a popup popped up?

I've got a bit of a new problem for me that I can't seem to get around?

I've got a list of items in a menu that are radio... then at the bottom there's a "Start" item. So when the user pops up my popupmenu, I want them to be able to check one of the items in the list and have the menu remain popped up, instead of disappearing. That way they can just go down to "Start" with they type they want without having to repoen the popup menu.

I'd use a modal form opened by right-click instead of a popup menu. Popups are by default meant for disappearing after selection and I'm not sure if there is a way to keep them visible all the time.
 
I know, hence my problem. I kind of had a feeling I'd get that answer...

you could use a form with the borders set to bsNone
to simulate the popup menu. but then yoyu have to deal
with the menu following the form or making it stick to
the form so to speak. as well as deal with when and how you close it. would a tToolbar be an adequate compromise.
