Keep users from changing buttons on telephone

I was able to do this on a system in the past but cant seem to find it on the 3300. Im running a cx with 4.1 on it. Let say I want to assign a base template of buttons to all the phones in the company. Is there a way to allow users to change the buttons on their phone via the superkey but keep them from changing my default template (keep them from replacing my buttons)?
 
The only functionality that affects the users ability to program keys (that I know of) is:

Form = Multiline IP/DNI set assignment
Function = Lock Default Configuration
Description = Select "Yes" to lock the softkeys to the default idle softkeys. This also locks the Graphical User Interface (GUI) template to three tabs high by eight tabs wide.

I needed to know this because I had agents reprogramming thier ACD phones to have a whole host of different features that I didnt want them to have access to.

The above solution does not work for ACD sets.

 
Features can generally be disabled via COS.

A cheap and effective counter-measure would be to mis-spell their name everytime you correct their keys. Cause and effect.

This would be good to have on the next design change request that goes around.

I have seen this on other systems where there is just another option for the button that could say LOCK and have an option to togggle yes or no. Default could be set at no.
 
Agreed, I will add it to my 3300 wish list that I post periodically.
