Keep Together not working properly Crystal 2011 3

I have a report that I have created to print multiple invoices. Some of the invoices have detail lines that are more that can fit on one page. When this occurs the detail lines automatically go to the second page, leaving the 2nd half of the first page blank.

I have tried, keep together on and off but I can't get the detail to start right after the 1st group on the first page, then continued on the second page.

Any ideas?

Make sure that "Keep Together" is turned off for the group, not just for the detail lines.

Not only Group and section.. and please check that to fields level also.. Keep together is turned off or not.. that also should be turned off..
