Keep number of records in Detail Section Constant even if blank 1

In order to keep the overall report a constant height when printed I would like to set the number of records in the detail section to 6, even if there are blank rows.

Alternatively is there a way to simply keep the detail section a specific height even if it has less than 6 records
 
This isn't clear. Are all records/detail sections the same height? Do you get 6 records per page? If your last page only prints 2, what would you expect to see in the 3-6 spaces?

This is a one page report that emulates a state regulatory form.

The maximum lines/records that the detail section can have is 6, however many times it could have less than 6 lines. This causes the detail section to shrink somewhat and makes the overall report shrink.

I would like to keep the overall report the same size and just force blank lines in order to keep this section a constant height.

I would remove the detail records from the main report and use them in a subreport. Set the subreport height to match your requirements and not allow it to grow or shrink.

I've been working on this also. I keep getting twice the number of report pages that I should. Page 1 will have a blank detail section (the subreport) the next page will have the detail section (subreport) displayed properly for the same record.

Essentially I'm displaying 20 pages for 10 reports.

I'm not sure if it's my queries or some property of the reports that I'm not using properly. Any ideas?

After more searching and incorprating your last comment I solved the problem by placing the subreport in the GroupID Header and eliminating all controls in the MainReport detail section.

works great now, just took awhile to get there!
