Keep getting IP address Conflict

I have a win98se machine networked to winxp Pro machine for ICS. The xp Pro machine is connected to the modem and is the ICS machine as well. I ran the Netsetup and saved in a floppy and then ran on it the 98SE machine but it somehow cannot find the server.
I'm just doing something wrong in the configuration but I can't find what it is.
IS THIS CORRECT:

On my XP Pro(the ICS machine) I have two icons under Network Connections, First Icon is my Local Area Connection2 and has RealTek adapter which the ICS connection and it set to obtain IP address automatically.
Second Icon is "Local Area Connection" has RealTek adapter#2 which has
IP address: 192.168.0.y
Subnet Mask: 255.255.a.b
Default Gateway: nothing.
Preferred DNS server: nothing.

When I go to the client machine which is the Win98SE and look under the TCP/IP bound to the Adapter, it has
IP address: 192.168.0.y same as the "Local Area Connection" But both System give System ERROR that says the IP address I specified for this machine is been used by another machine on the Network. It never use give this ERROR before WHAT I'M DOING WRONG HERE?
Subnet Mask:255.255.a.b same as above.
Default Gateway: nothing.
Preferred DNS server: nothing.

Looking at the information that you have provided, I have to assume that the y digit is the same in each. This is the problem - on the 98 machine, change y to (y+1) and all should be well.

By the way, the subnet mask should be 255.255.255.0 on each box.
On the other hand, ICS runs as a DHCP server, so you should be able to click "Use DHCP" on the 98 box (but remember that the XP Pro box must be switched on for this to work).
