Keep getting 'File not found' error - What's up with that?

I get this error even if the file is there. Why is this?

I have removed and recreated my web site definitions in IIS over and over again. I have checked permissions and God knows I have tried everything I can think of.

Is it time to migrate to LINUX, MySQL, Apache and PHP?
