K7TA-H motherboard problem

I just purchased a K7TA-H motherboard and am trying to set it up.

"Actually I purchased two of them and the first one had no problems at all."

The board will go through a post. It finds everything, suggests what settings to use, lets you go into bios settings and change everything. Then when it goes to boot (Either to the hd or cd-rom) the video cuts off and nothing else happens. The fans are still spinning and the cd-rom speeds up but nothing else happens.

I have tried it with three different sticks of known good memory. Two known good video cards. (one agp and one pci)
I have nothing else except a hd and a cd-rom. I have tried two different HDs and cd-roms.

I am thinking I have a defective board.

Is there anything I am missing.
 
Did you reformat the HD, and reinstall Windows?
That's recommended when installing a new MB since the HD contains the old MB's hardware data.
