Just like this page...how can I get the left-side menu on each page?

O.K.I designed a cool template in photodraw that has a logo at the top and a menu down the left hand side. I want the menu bar to stay on each page. Evey time the user clicks a button on the menu I want the text in the middle to change kinda like frames but without the scroll things on every frame. Like this page...I can choose something on the left side menu bar and it will change this section. This mey be just a navigation bar...but I want to actually use an interface with buttons with roll-over effects. Will I have to just hit the server for all of it each time a page loads or can I just change the heart of the page without serving the server for the whols page each time?.
 
That's called a style.
