Just curious about Long Distance

I have been looking in the CDR and noticed that calls placed to certain parts of Ontario for diff. area codes have been routing on LongDist. Provider#1 and should be on LD Provider 2 b/c we have cheaper rates with them. 1 is like a roll-over failover. And now evercall is routing properly as of 1 day they all changed Route/Trunks from 12 to 9 . Very weird. Does anyone know what or who could have caused the fix. Much Appreciated!
 
look at load 90 for the npa in question... then in 86 prt the rlb/rli.. the 1st entry that has a idle trunk where your ncos is=to or greater then the frl of the entry is your 1st choice out for that outbound call
