jpegs won't open in Photoshop

Suddenly today when I click on a .jpeg file (or drag it to Photoshop) I get an error message "Could not open <file name> because of a program error" Photoshop opens, the image appears for a split second and then the error message appears. I can still scan something but after I "save as" and close it then the file won't open again.
I uninstalled and reinstalled the program and still getting the same error. I've already tried all the obvious possible simple soutions like trying to open by "shift-right click-open with" and double checked in Folder Options that jpeg files were still associated with Photoshop. It shows (including quotation marks)
"C:\PROGRAM FILES\ADOBE\PHOTOSHOP 7.0\PHOTOSHOP.EXE" "%1"

Running Windows98 with 288 mb memory-68% free. I've used Photoshop several times a week for the past 6 years and never had any problems with it
 
Very strange. A couple of ideas:

1. Try opening it from the menu instead of draging: Open photoshop and then - File > Open , and then browse to a jpeg.

2. Close any other programs you may have running, including stuff that's running in the system tray in the bottom right hand corner of your screen. ( Could be some sort of software conflict)
