If the file is known at desing time, use a BMP.
Otherwise, you can download from the site the library called Paintlib. It's free, fast, portable and you'll have several formats available.
It's boring to setup the first time but it's worth the time spend to do it.

I found that IJL published by Intel was very good for handling jpegs as well
