Jpeg Target size compression utility/Plugin?

Anyone know of a Jpeg compression Utility (preferably a Photoshop plugin) that allows you to set the target size of a jpeg?

Also one that has a batch command?

Boxtop made one but their site hasn't been updated and i suspect that it is down.

Save for web allows you to enter target size.
