Jpeg files into picture plus field

We have front counter security photos taken by web cams to include in a picture plus field. This needs to be done quickly as the counter can be very busy. The Import Picture routine is too slow so we have attemted to use drag and drop direct from the camera software with limited success. Where the output is .bmp it works every time but these files are much too big. The cameras default to save .jpg files which are used via the normal import routine and work fine; they are not consistent if used with drag/drop or Copy/Paste. For instance my home machine works first time every time but the branch machines have different results, they may refuse to display, or only display the file name, or display properly until the focus is removed when they go away. Any body any thoughts?
 
Just curious to find out if you have resolved this issue? I would think that .jpg files would work the same as other types.

No, we now onl;y use bitmaps but the memo file is mega! Is there any way to manage it, like compress?
