Joysticks in Windows (ActiveTCL 8.4.4.0)

Hi,
I would like to use a joystick in a tcl application, but can't find any information on how. I plan on building a simple 4 button panel to use as input, and the joystick port seems to be the easiest to use, but how do I access it under windows? do I need to use the windows driver, or can I access it directly (prefered)?
