Journaling account gets the email but user doesn't

I've got journaling setup on my Exchange 2003 Sp2 server. We are having occasional emails that get sent to us via SMTP, which get received my the MTA, and they get routed to the journaling mailbox, but not the user the message was destined for.

The time this happend the most is with a photocopier that can scan to email. However, we have had other users report missing emails. Every case of this occurring, I've found the SMTP logs end the conversation with a 240 status, indicating, "Other or undefined network or routing status".

I'm having a tough time troubleshooting this, any ideas?

 
Looking further into it, it would appear almost ALL email recieved here is logged with a "240 - Other or undefined network or routing status" error. I would SO hate to stop getting email suddenly. Any ideas?
 
Well, I found my problem. The user's junk mail setting was to permanently delete junk mail. Apparently junk mail settings take precedence over the user's rules. I had a rule setup to move email from the test address to a specific folder. Junk mail kept it from ever getting to the rules.

I think the user's rules should take precedence over junk mail processes. Oh well, they don't.
