Joining ASCII CSV with MS SQL SERVER data

Can anyone tell me a way to join comma-separated ASCII data [or other flat file ASCII] with data in my SQL Server database?

A couple of constraints I have are that I cannot use a dictioanary and I must use ODBC to access the SQL Server data.
