I created a view and join it to a table that has many transaction by a project at the top level. The view was created to show top level projects with values. The revenue table has multiple levels of this project.

The view table show multiple values for every transaction in the revenue table when it should show a single row.

This is the case after the total from both tables are grouped and summed.

Is there any solution to create a single row if there are one to many relationship with out the report duplicating the amounts
 
I'm a little confused by your post.
Is the view a database view, or an Impromptu Catalog view?
Either way, is the view filtered to only include a single record per project?
Have you validated that running a report containing just fields from the view returns one record per project?
Can you give us an example of the data in the view and the table. Like so:

View
Project Level Revenue
A High 5000
B High 4500
C High 6000

Table
Project Level Revenue
A Low 3000
A High 5000
B High 4500
C Low 2000
C Medium 4000
C High 6000

This might help us understand your requirement more clearly and provide a solution.
