It's going to depend on what state you're in, and what contracts you're bidding on. For example, in Georgia you have to have a special certification to be able to bid on any city, county, state, or federal contracts, regardless of what type they are. It doesn't matter if own a janitorial service and are bidding on a cleaning contract for court houses, or if you have an IT company and are bidding on putting laptops in police cars. You still have to be certified.
But, to just bid on contracts for regular (non-government) businesses, all you need is a business license. So, for example, if the local radio station is taking bids on having a new website designed, or a car dealership is taking bids for supporting their network (or even if they need a janitorial service) you wouldn't have to be certified.
You may want to call your local Chamber of Commerce, they should know if you have to be certified or not. But you'll still want to look at specific state regulations.
