Just spent 2 weeks trying to resolve problems with my new setup. When exporting to tape I was experiencing jerky, stuttered movement every 10 seconds or so.
My system is fairly fast (2.4G Processor, 512M Ram etc), and I tried everything suggested here, including messing with DMA for the disks, turning off unneeded apps, upgrading DirectX and every type of system optimisation I could think of.

Eventually, the solution was to upgrade Premier 6.0 to 6.02

-The previously captured footage exported perfectly!

I've had this problem too.
I'm going to export a movie soon, so we'll see what happens.
How good cpu do you really need to export a movie to DV without getting jerkyness?

It's not your cpu,I thinks it's all about, upper and lower fields and deinterlaced video.
If you press right mouse button on a clip select video and then video fields. there you have 4 options, and a reverse interlaced button. Try all of those in combination with eachother. I think it will help.
Goodluck
