JDeveloper9i non-English character problem

Hi,

I've downloaded and started to use jDeveloper9i on W2K. I'm also
running personal oracle9i on the same machine. To avoid Turkish
character confusion in JDeveloper9i, I needed to set the locale to
English (U.S.). This way, didn't found any problem with JDeveloper9i.
However, in database I can't use Turkish characters due to the change
made in regianal setting locale.

Is there any body faced such a problem on using non-English characters
with both JDeveloper9i and Oracle9i database? Is there anything I can
try?
