javascript layer problem

I am creating a website(dreamweaver) with one main layer and tables inside of it. I have created a javascript submenu that appears in IE but not Netscape. Netscape puts the layer over top of the script and the rollovers do not appear. I REALLY need the layers so I have to find a way around this. I am calling a .js file from my directory i the <body> tag.

Any webdeisgners out there that have encountered this problem, I would appreciate any help.
