Java VM required for web application

We are in the process of implementing a clarion internet application. The application works fine when run on Windows 2000 clients, but because WinXP (Supposedly) doesn't ship with JAVA VM, the Application doesn't work properly on WinXP Machines. Now, here's the funny part.

We are testing on two machines that are running Windows XP. On one machine, Microsoft VM is installed by default, and on the other machine it is not.

I have noticed that you can check whether or not it is installed by going to Internet Explorer... Tools... InterNet Options... Security Tab.... Custom Level. There is an option Microsoft VM.

The app works fine on the machine with Microsoft VM installed.

My question is, Why is it installed on the one machine and not on the other? I have posted this same question to Microsoft as well.

Does anyone know what the future holds for Clarion's Internet templates? Microsoft VM is not going to be available for download forever...
