Java plugin missing?

When I try to load a page in Safari which uses Java, I receive the following message.

The page “Blah Blah Blah” attempted to load Java content, but Java is unavailable or not installed.

Java is installed and I am able to start the Java Web Start application.

I looked in the Internet Plugins folder and a plugin for Java is not listed? Should there be one, and if so, where can I download it?
