java pages only works for admin users

I'm using server 2003 as a terminal server. It has Java 6 update 15 installed. When users go to a web page that needs java to run it doesn't. But if any admin user trys it works!
 
Internet Explorer Enhanced Security Configuration" is enabled, by default, on Windows Server 2003. This feature can cause issues displaying sites that use scripting and dynamic web content. It is possible to restore web site functionality by adding the sites to the "Trusted sites" zone. However, you may wish to disable this feature altogether. Have a look at the following link for further information about "Internet Explorer Enhanced Security Configuration". The section titled "Apply Windows 2000 default Internet Explorer security settings" provides steps to disable this feature.
