Are we talking American English here? It's been part of British English for some time following immigration from the island (and it's neighbours) in the 50's and 60's. Some people (standup comedians mainly) have tried to make hay with it, but to my mind only those with real roots-rock-reggae backgrounds have succeeded, Lenny Henry for example.
